- Preheat oven to 375°F (190°C).
- In a pan, cook ground beef with onion and garlic until browned.
- Add chili powder, cumin, salt, and pepper; cook for 2-3 minutes.
- Warm tortillas slightly to make them pliable.
- Fill each tortilla with beef mixture and a little cheese, then roll up.
- Place rolled tortillas in a baking dish and pour enchilada sauce over them.
- Sprinkle remaining cheese on top.
- Bake for 20-25 minutes until cheese is melted and bubbly.
- Garnish with fresh cilantro before serving.
